AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
