The Australian skipper has secured 309 Test scalps in 71 appearances with an stellar bowling average.
Australia's chief selector the selector has stated that pace spearhead Cummins will have a crucial role in the upcoming England-Australia contest.
Speculation had been growing that the veteran bowler might miss the series due to a stress fracture in his back that remained unresolved.
Initial reports from the squad suggested no final decision had been made regarding his involvement, with the Test matches kicking off on November 21 in the WACA.
He revealed that his recovery is on track and was "optimistic" about the likelihood of being involved.
"We're aware that the window is narrowing and there are permutations around that, not just the physical problem, but other factors as well," Bailey remarked.
"It's positive. [We are] really confident that he will feature a major part. With luck starting in Perth. If not, we'll reassess."
Past Concerns
Cummins was ruled out Australia's limited-overs series against New Zealand and India last month after medical tests showed a stress reaction in his back.
He has a history of back injuries, with flare-ups in multiple past seasons forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be proactive in his approach in his recovery plan to ensure his availability for the contest.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but conceded it was "becoming urgent" for him to recover fully for the initial match.
Backup Options
In case of absence, ex-skipper Smith will assume leadership.
The talented all-rounder was excluded lately from the ODI lineup for their one-day international series against the subcontinent side as a safety move because of discomfort in his torso.
Bailey described it as a "minor" injury and stated that he'll feature in the state-level matches, so will be "well-prepared to resume bowling."
"Considerable effort has gone into building out the plan for him to participate for the initial game as an dual-role player," he elaborated.
"Originally, he'd only feature in the first two ODIs in any case. His aggressive style the willow in shorter formats, should it hinder progress for another day, the choice was made to take a cautious route."
